The Value Methodology, also known as Value Engineering or Value Analysis, is a structured 8-phased process, which analyzes and quantifies project functionality and develops alternatives with the goal of maximizing project value.

It is a tool to increase project value.
Value is defined as Function divided by Resources. Value increases by enhancing functionality while reducing the use of resources.
