PROJECT DESCRIPTION

MENG Analysis conducted a value management workshop for the City of Hong Kong in order to determine project criteria for the possible creation of this multi-purpose park facility. This project presented the greater Hong Kong community a rare opportunity to develop a resource that could positively affect the livability, image, and character of Hong Kong. The site was an empty palette, and as such, could take advantage of visionary planning and design. In order to do this, all stakeholders needed to work together with visionary leadership and focused direction.

Key proposals included:

• Have a primary visual landmark feature separate from buildings. Use a design competition to develop the concept.

• Focus project themes on the harbor, and provide adequate structures and hard-scape to support large numbers of visitors.

• Develop a steering committee for project management and design.

• Provide large-scale structures that can contain activities during inclement weather.
