McNeil Island Special Commitment Center

Value analysis for a complex new 180,475 SF, $56,659,000 building on a tight, restricted site. This study offers a number of system alternatives that can reduce cost and improve construction without sacrificing functionality and quality.  The study proposals totaled $18,343,000 in potential savings.  More significantly, this study challenged some of the basic project assumptions that if allowed to change, can substantially reduce cost, schedule, and long term operation and maintenance.  The project currently is designed to the level of a medium to high security correctinoal facility rather than a low medium treatment facility.  If some of these issues can be challenged, then cost and schedule can be substantially improved.
