MENG Analysis led a team of independent architects, engineers, contractors, and specialists in a formal value analysis of the University’s design guidelines. One of the issues analyzed in the study was whether or not the FDI Manual is imposing extraordinary costs on the construction of new or remodeled facilities. The VA team modeled both first costs and life cycle costs for typical recently-constructed UW facilities and compared them to lesser-cost alternatives for all of the buildings’ major systems. The team’s final conclusion was that the FDI Manual does not impose extraordinary costs but rather most of the added first costs do contribute to long term improved quality and performance.
